Despite the file name, this is not the Spectrum 128. It is one of three overlapping sections (this is section 1), some of them rotated, cut from a scan of Sinclair's circuit diagram for the 48K ZX Spectrum Issue 2 board: the same drawing as File:ZX Spectrum Schematic.png, from a poorer scan. The drawing shows the ULA (IC1), Z80 (IC2), ROM (IC5), the 4116 RAM bank, the LM1889 colour encoder and the dashed "optional 32K RAM" block.
